The plan for investment returns to Akti Vouliagmeni, as the Hellenic Public Properties Co. (HPPC), a subsidiary of the Growthfund, restarts today the competitive bidding process for the lease of the property, which will be implemented in two phases, inviting interested parties to the first phase.
The subject of the competition is the long-term lease of the only available organized beach in the Municipality of Vari-Voula Vouliagmeni, for 20 years with the right to extend for an additional 10 years. The property occupies a total area of 72,767.71 sq.m., with a permitted building area of 2,000 sq.m., including the existing buildings, such as the former restaurant “Oceanis”, while the sea front is 638.50m.
The Competitive Procedure
The Competitive Procedure will be conducted in two Phases. Phase A, which consists of an invitation to interested parties to participate in the Competitive Process to express their interest and the pre-selection of those invited to participate in Phase B, is governed by the terms and conditions of the Invitation to Tender, which is fully available on the Hellenic Public Properties’s website.
During Phase I, interested parties, whether natural or legal persons or private equity firms or funds or consortia or associations or groups of legal and/or natural persons and/or companies funds and/or investment funds, are invited to express their interest in the lease of the property “Akti Vouliagmeni” by submitting a non-binding Letter of Interest.
During Phase A, the submission of participation guarantees by the Interested Parties is not required.
Phase B, which is an invitation to Pre-Selected Investors to submit sealed written bids, will be governed by the terms and conditions to be set out in detail in the Invitation to Submit Binding Bids (Phase B).
The closing date for submission of Expressions of Interest for the property has been set for Thursday 15 May 2025 at 2.00pm.
As stated in the announcement, “Akti Vouliagmeni” is the most popular organized and accessible beach of the Athenian Riviera, at a distance of 25 km from the city center, attracting thousands of visitors all year round.
It is worth noting that Vouliagmeni beach has been operating as an organized beach since the summer of 1960, following the ambitious and original design of the distinguished architects Pr. Vassiliadis, P. Sakellariou, Em. Vourekas and N.P. Hadjimichalis.
The modernization of the infrastructure and the continuous improvement of the services provided by Hellenic Development Bank has upgraded the most popular coast of Attica and has turned it into a modern attraction for the residents and visitors of the capital, who seek comfort, coolness and relaxation in a verdant and protected environment.
As stated on the HPPC website, in addition to the spotless 650-metre-long beach, which is awarded a blue flag every year, the infrastructure includes green parks, 7 tennis courts, 2 volleyball courts, a basketball court, and for sand sports enthusiasts, racquetball and beach volleyball courts. Also, refreshment facilities, sunbeds and umbrellas with wi-fi access and special provision for valuables storage while bathers swim, a special first aid room. The site is guarded daily by a lifeguard.
The Akti has free parking, through which OASA buses pass, it is fully accessible for disabled people (free entrance), with a special entrance ramp, sea access facility, parking spaces and special toilets.
Special categories of the population, such as students, citizens over 65 years old, unemployed, large families, disabled persons, etc., are entitled to reduced admission.
